A complete written Injury and Illness Prevention Program template for California construction employers, built to Title 8 §3203 and §1509. Editable Word document with a jobsite-ready Code of Safe Practices, tailgate meeting forms, and a Job Hazard Analysis form.

A complete California construction IIPP template, ready for your jobsites

California construction employers must maintain a written Injury and Illness Prevention Program under Title 8 §3203 — and §1509 adds construction-specific duties: a Code of Safe Practices posted at each jobsite, and toolbox or tailgate safety meetings at least once every 10 working days. This template is built for both, written for the way construction work actually runs, with superintendents, foremen, and competent persons built into every section.

What’s inside

  • All eight §3203 elements, adapted to construction: responsibilities for the IIPP administrator, superintendents and foremen, and designated competent persons, plus multi-employer jobsite communication and hazard duties
  • A jobsite inspection schedule: daily walk-throughs, weekly documented inspections, and competent-person inspections for excavations and scaffolds
  • A standalone Employee Access section (Section 10) covering employee and designated-representative access
  • Nine appendices: jobsite inspection checklist, hazard report and correction log, accident investigation report, training documentation form, toolbox/tailgate meeting record, employee acknowledgement form, a construction Code of Safe Practices ready to post at the jobsite, a Job Hazard Analysis (JHA) form, and a supervisor safety meeting record
  • A step-by-step customization guide — most contractors finish in about 30 minutes

Who this is for

California construction employers — general contractors and subcontractors — who need a compliant written program that works across changing jobsites.

How it works

Instant download after checkout. You receive an editable Microsoft Word document (.docx). Replace the bracketed fields with your company and jobsite information, post the Code of Safe Practices, run the orientations and tailgate meetings, and file the forms as you use them.

Important: This is a template. It must be customized to your company and jobsites and actually implemented — a written program that never leaves the office does not satisfy §3203 or §1509. This product is a compliance aid prepared by safety professionals; it is not legal advice and does not guarantee that Cal/OSHA will find your program adequate.

Frequently asked questions

What does §1509 require that §3203 does not?
Title 8 §1509 adds two construction-specific duties: the employer must adopt a Code of Safe Practices and post it at a conspicuous location at each jobsite, and toolbox or tailgate safety meetings must be held at least once every 10 working days. This program includes a postable Code of Safe Practices (Appendix G) and a tailgate meeting record form (Appendix E).

Is a written IIPP required for California construction employers?
Yes. Title 8 §3203 requires every California employer, including construction employers, to establish, implement, and maintain a written Injury and Illness Prevention Program.

Does this template cover multi-employer jobsites?
Yes. Section 4 covers communicating hazards to other employers on site and responding to hazards they report, and Section 6 covers correction when another employer created or controls the hazard.

What format is the template in?
An editable Microsoft Word document (.docx), delivered as an instant download after checkout. Every place you need to add your company or jobsite information is marked with brackets, and a customization guide walks you through them.

Does buying this template make my company compliant?
No document can do that by itself. §3203 and §1509 require a written program that is actually implemented — the Code of Safe Practices posted, tailgate meetings held, inspections performed, training delivered, and records kept. This program gives you the complete written structure and the forms to run it; the implementation is what makes it effective.
